The glut in the markets, presence of multinationals and persistent hype generated by a few sectors doing well in the economy has generated a false sense of complacence in the people. The reality though, is far different from what is actually projected. If one looks closer, official statements are blatantly ironical-India is surging forward. It is an unstoppable force, the next superpower in making. The economy is sure to touch an 8 per cent growth rate in the next fiscal.

The real India that we do not know lives in villages. Many villages are yet to see electrification, decent roads connecting them and even water supply to ensure clean drinking water, Literacy is still a goal to be achieved. Healthcare is still to be made available. The list would go on. Well, if the economy was booming and India Inc. is a force to be reckoned with, why is there not enough, money to support development schemes. Taxes are mounting and the citizen is being burdened with more. All this proves that India is shining only for a definite class while most of the population is still struggling to keep up with life. Thus more development is required for India to really shine.

Well there are only certain ways in which the government can raise its revenue. The institution is there for serving the people and its responsibilities are many. It includes the developmental and welfare activities in its purview too. And After all, the direct incidence is on the progress of the country and subsequently on every, individual who is a citizen thereof. The individuals should be responsible enough to do their part. The education cess that had been proposed and levied stands at a small 2 per cent. It is a miniscule amount and if every citizen dutifully contributes such a small sum, a large corpus can be generated. A lot could be achieved through the establishment of schools in rural areas or by funding education for the poor. Likewise, the infrastructure cess that is on the anvil is only to spur the nation's growth. The resources have to be garnered and the quality of human capital has to be improved. Not merely from an economic point of view, but also because it is nation's prerogative to ensure all-round development of its people.

As the time progresses the challenges faced by the government undergo a change in their basic nature. While the older ones remain more or less in the same form, there emerge newer ones which one could not have foreseen or made arrangements for. The additional but small cess imposed is not to be construed as a burden. It is strange but we enjoy the privileges and amenities provided by the administration, without a thought. And are quite unmindful about the fact that rights come accompanied with duties and responsibilities. In such a scenario, parting with a small amount of money to facilitate activities of welfare should not call for such resistance.
